What you're thinking about are probably the story bits? Even then, landing the rocket is literally the first thing you do, and the first story bit triggers after Sol 2 or so.
Back to the issue. The devs likely didn't implement this, or it is broken, because it wasn't tested. It is highly unlikely that you, or a rival colony, won't find any water deposits before Sol 11 (when planetary missions become available), and that the oasis outcome is among the first batch.
And not landing immediately? Why? Waiting for scan results? That's what the probes are there for.
Anyway, the devs likely tied the "find water on Mars" milestone to the discovery of an underground deposit, and didn't even think about that oasis outcome.
