Collapsed tunnel can be cleared without researching the skill
Just select and press delete, then press clear in the presence of drones. Don't even need to research the permit. It's a bug, but I'd like to think it is a feature. :3

they changed that in the patch you no longer need research. you need to research to clear the BIG rocks blocking the tunnels though to get to other tunnels

Yes that’s what I am referring to, you can clear the big rocks blocking the tunnels without needing research by clicking delete.
