With the rock waste you can, for example, fill in the craters on the surface in order to make the uneven terrain cultivable. You can also build ramps to possibly reach higher levels.

Early game, as mentioned, it can be used in landscaping. That being said its use it rather limited and contrary to what Orpenda said I would strongly suggest again building ramps that require waste rock since its adds a lot of time to building that ramp, instead place ramps that have a waste rock cost as close to zero as possible, ideally ones that have between 0-50 excess waste rock in them, they'll be done much faster.
So, further into the game you'll unlock some extra techs. I'll add spoiler tags so you can decide if you want to learn about them already.
Waste rock can be used as a consumable resource that you burn in large processors to raise global atmosphere levels, the only other way to raise it is via expensive planetary projects at 1% a time so its well worth doing.
The other, more classic use is in a small factory that converts waste rock into concrete which can be super handy late game.
You'll tend to find that often you end up with huge piles of waste rock until late game when you can start to clean up.
There are also a couple of mission sponsors with unique buildings that use waste rock. India can convert waste rock into metals and Brazil can convert waste rock into rare metals.
