If you don't, untick the exp, close steam, reopen steam, click the exp back on, go to your downloads, and make it download immediately. Also if I had a download when installing space race, it was super very minor so don't expect a 5gb download. Many games do this now, they release a patch on expansion release day that already contain the features, especially if the footprint is small, and buying the expansion only unlocks them features.
Press P and if you see other colonies, you have space race or better, just start a new game and see if you have rival colonies option in the menu.
I wonder how you can say space race is not working when you haven't even tested it. The gaming community today, I assure you. :p
