Report a translation problem
Over on the right sidebar of YOUR home MARS page mixed in with screenshots and achievements and such there is a "manage my DLCs" where you can turn things on and off? I had to go in and make sure it knew I wanted to run the in dome pack. So see if all that you want to have on IS on.
If they aren't showing up then ---- it might be a bug with B&B. There have been many.
Could you list what DLC you have for Surviving Mars? I have tried to repro the issue with no success.

I have ALL Surviving Mars DLC except Mars vision song contest and Mars lifestyle radio.

I uninstalled and fully re-installed the game. When I have time I'll play long enough to unlock one of the techs to build one of the factories and see if the Small factory version shows up.
After a 10 sec pause, the game started downloading a small update. I started a new game and there they were - showed up as Pre-Fabs in my initial cargo rocket screen.

Glad that worked. I thought that extra step was because of the third party integration but obviously not. It likely got messed up in the "update" and following patches.
