Report a translation problem
So while I can refer the solution they told people to do then it has to be solely on your own responsibility if you want to try it
(AND I of course can *not* guarantee that this will help in your case anyway !!!)
:
1) From your Steam Client, open the Settings panel by selecting "Steam > Settings" from the top left client menu.
2) In the Settings panel, select the Downloads tab and you'll find the "Clear Download Cache" button at the bottom.
3) Then select "OK" to confirm and acknowledge that you'll need to login to Steam again.
4) The DLC should be active now.

P.S.
Ultimately it were found out that their developers had a problem with the way they programmed the DLC upload or whatever and they couldn't even fix it themselves and had to ask Steam for help fixing the code so that the above fix would stick for those that still had problems..
