Extractor AI allows extractors (both rare metal and regular metal) to operate without workers, but it is a breakthrough, and you're not guaranteed to get it. Breakthroughs are random for each game, and you need to scan anomolies to unlock the next one. There might not be enough anomolies on your map to unlock them all.

Anyway, here's the wiki:
http://survivingmars.paradoxwikis.com/Research

Click on each research category (Biotech, Robotics, etc) to expand them and see what techs are in each category. You'll find that most techs are random, but some are set. Shuttle hubs, for example, is always in slot 10 of the robotics tree.

That post is very old and game was working that way back then, now techs are fixed for each coordinate unless one uses Game Rules to shuffle them around.
