Good question indeed. I cannot find anyway to open a console so far.

It apparently does have a console but the commands are all built in. See link for reference.

However I have yet to see any of this myself. I can not find an ini file either to check to make sure said console is enabled.

THIS LINK LIES! There is no way to "just press ~ to turn on the console". There must be a different way to fix the game enable the console.

Edit: oh and necro, a quick search of "console" in the workshop would've found you what you wanted.

This is why I said apparently, since we had no way of knowing for certain if the methods we were trying were, in fact--the correct method to use.
