Workshop Milestone - Quick Solution
I've never cleared this milestone before, so I thought I would give it a high priority in my current game.

It seemed to me the trick had to be to do it as early as possible as that way 40% of your population was easier to achieve.

So, basically as soon as I unlocked the first workshop building and built my first Mega Dome I went all out for workshops. This was even before I had dealt with food production or electronics and polymers.

I just stuck a couple of new apartments, a clinic and diner in the mega dome and then started building Workshops putting them on High Priority and monitoring the % of population working in them.

After building four workshops and accepting two further ship loads of colonists to boost their utilisation the milestone popped, and I got the 10,000 research reward. So, now I can demolish the workshops and redeploy the workers to more useful tasks.

I think its best to get this milestone out of the way as early as possible before your population expands to make it impossible,

I think I got this one, when I quaranteened domes. and shut of life support to like the majority of my domes. lol. Not a very nice thing to do. But I was switching to BioBots. And I was trying to get this one. So did like you said, build a mega, and prioritized the workshops. the BioBots took over the dome, and I think, but not sure, been a while. I think they got it.

Nice research boost in the early game too.

Now that its popped I've destroyed all the workshops and built and electronic's factory and two polymer factories instead.

I did that on my current map. Build medium dome, put a single VR in it while only having the founders in the dome.
I'm at 64% workers in workshop, yet still no milestone.
Are there any hidden restrictions on that one?

Not that I'm aware of, but what your describing is a pretty extreme strategy. It's possible that there are some assumptions built into the milestone that aren't explicitly stated, It was actually Sol 55 before I got it.

I did wait a really long time for my first founder (about 40 sols), so I got most of the tech unlocked.

From my Milestones: sol 42 Founder, sol 43 Martianborn, sol 44 Food produced.
Currently on sol 48. They work only in the 2nd shift.

As I said I have no idea why it hasn't triggered, especially if the workshop itself is showing 64% of workers assigned to it. I could look at my saved game and summarise what my situation was when it triggered, such as my population, but without knowing what hidden conditions are preventing it triggering it would be pure guesswork.

Nope, no mods. And no game rules which would disable milestones.

AFAIK, if there is something preventing milestones, it would disable ALL milestones and not just a single one.

I would have thought so. Do you want me to check anything in my game?

As you can see in the screenshot I posted above I have 167 colonists by Sol 55. 41% of which were working in BioRobotics Workshops when the milestone was achieved.

I had four workshops all with three shifts and no specialisations each employing a maximum of 18 colonists so essentially I could have employed 72 colonists in my workshops or 43% of the total population. But the milestone popped as soon as I reached 41%.

This was my milestone situation at the time it popped.
