Not sure. Haven't researched that tech yet, but the description says it only removes dust from nearby structures.
Personally, with the dayglow colors on the machinery, I prefer the dust. As Cat would say, "Blue with marigold? Are you CRAZY?"
Domes also scare away dust devils in a radius slightly smaller than their coverage (again, a blueprint is good enough), so if you use passages to connect domes and build your stuff near domes you don't have much to fear from dust devils except them clobbering your rovers when they're out and about.

Just tried this in my game. Plopped a Lauchpad down in the path of a dust devil and it just dissipated. Nice trick^^
