You cant have a double launcher when the product is on steam. If on steam, it will be a steam launcher.
BTW this product doesnt require any launcher at all. You can start the main executable direct although it will light up the steam exe as well if not started.
Um yes you can, and many games do this. Ubisoft games use their own launcher. You click on the game in your library, and it will open the other launcher to launch the game. PDX games have started doing this as well on Stellaris, HoI4, Cities Skylines, etc.
If you mean the pre-load game screen/launcher like on CK2? Then yes, but the OP said Paradox launcher which I would consider something like a steam app or epic app or something like that which is a gateway to the rest of the games.
But if thats what you guys consider a paradox launcher then my mistake.
