Whats up with the shuttles always heavy load?

I have fuel depo 3 or 4 spots around the map where I have various landing pads, so that there is always fuel waiting for them on site to take off.

but the shuttles are going nuts. I have about 80 of them, and right when one drops some fuel off at the depo, another one picks up that same fuel and brings it back to where the 1st guy got his from, and they are doing this endlessly on a loop.

if i turn shuttle access off, I would have to manually create transport routes every few cycles, since the route breaks when the storage fills up.

Anyone know how to manage shuttles and depos when you want small stock piles scattered around?

have you checked if the storages need a minimum amount of fuel? Can be they try to load both platforms up to minimum fuel.

Build more fuel factories and just let them burn fuel needlessly :P
