Heavy Workload adds +20 shift performance. it doesn't matter how many workers, or how effective they are. So when you use Heavy Workload, you get 20% of the daily production for free, 0.8 machinery/sol for small, 2.4/sol for large. The full-size Machinery Factory thus does a much better job of exploiting a small number of workers.
Also the full size machinery factory uses only 2/3rds the electronics maintenance as 3 small machinery factory, while producing the same amount. In addition, both cost 20 energy to amplify, so 3x amplified small factory will use 114 energy, while a single amplified large factory uses 70 energy.
So in the early game you might choose the large factory to cheese heavy workload, later the large factory is a bit more efficient than 3 small factories.
