I've got colonies of 12-15,000 colonists across dozens of domes that work just fine with no job AI mods simply by correctly using the tools they already give us to work with.
If this was something rare I'd be more than willing to help out, but I can find dozens and dozens of threads on the topic with a single search of the issue, so if I can OP can too. Hell, there's almost a carbon copy of this post one page back on the forums.

You don't need a casino, it can help improve comfort (and thus reproduction rates) but there are other options.
Building a casino is a waste when only one person wants it. And it is only -10 comfort for not having a service of a type when they decide to try and visit one, easily overcome by having services that are needed by everyone.
But nah.
