dialogue windows wont close?

Just got the game and am trying to play the tutorial but whenever a tutorial window pops up and i click to dismiss sometimes it clicks but then the window doesn't close and the game get stuck.

I tried playing a normal game and the same thing happens with event message windows. The game isn't frozen as i can hear and click in the background but the window wont go away.

Does not appear to be mouse pointer related, I have tried it with the game running, borderless, windowed and exclusive fullscreen.
