Green Planet just makes it easier to cover your water needs with vaporators, because terraforming also increases production on the vaporators.
Also consider building water reclamation systems in domes that use a lot of water (-> farms), and try to get the tech that halves water usage on all domes.

I can't remember the last time I actually made a Water Extractor on a water deposit.
I have litterally spammed lakes all over for decorative reasons and I stil produce more water than I know what to do with...
At the moment they give out 1.9. And now that you mention it, i had no info that the terraforming helps. But it sure says 41% boost :-D
So maybe i am not doomed and will surely start to make some fiels of those :-)
From then on I buy more vaporators as needed.
