Okay so I ran into this bug, and YES it is a bug for some of you, it is not just because you didn't find something. I am not entirely sure what caused mine 100%. I do remember going through a door and hearing the phone ring but nothing happened and I didn't think anything of it at the time.I had previously run around found all these clues, then analysed them, then spoke with people , i told claire to run things all at once rather than one at a time as i found a new clue.
I watched walkthroughs I had 100% all the clues even more than what the walkthroughs actually showed at the time when theirs triggered the call, which seems to be after the computer, and you've tried a password. before you get to that point you need a few things.

I decided to replay from an autosave with the snake. what i did differently this time was only update claire 1 at a time with things she needed to look into then i waited for the call back. I didn't even have the text backs yet for 2 of the items you don't even need to find all the clues before she calls you.The only clues you need are the one's you phone into claire and talk about. certain blood and prints things like that from the actual victims don't need to be found first before she calls you with the name of the killer.

4. prints on the script in the safe
5. make sure the other detective is at the door trying to open it (he looked at the collar too)
6. make sure sheriff convo is completed and you've looked at the clues she took, you can't get into the room with the computer anyways without it.
