I don't think I've ever seen Steam stop you from downloading a game you already own. They do stop selling things (for various reasons) but the database still lets you download anything you already own. Removal from the store should never result in removal from library (even if you uninstall)

But I took the advice of the developer a few comments above and got a copy of it elsewhere. I've been in the Discord for nearly a year and still never managed to get a key.

I don't know, man. You'll have to look that up yourself. This only happens in extreme circumstances. Few years ago there was a fiasco where Steam nuked a game and people were pissed, but ended up getting refunds. If you had the game installed you could still play it, but if you uninstalled there was no way to reinstall. Turns out there was a license issue and the people making the game didn't actually have the rights to sell it. Something like what happened with Cooking Mama on Switch not long ago.
Basically, the only reason Steam ever completely nukes a game is if there's a chance they could get sued over distributing it, which happens in the case the people who put it up on Steam didn't have the rights in the first place, for example. Otherwise they don't care and will keep it on their servers forever.
In tl;dr mode: If the game was illegally sold, it might get nuked.
