but ive never heared of this and it looks really cheap compared to touhou
By any chance, are you seeing it as "cheap" because of the bullet pattern? In term of graphical quality, they're pretty much equal, with only difference being that CAVE rely more on 3D perspective.
It's important to remember that bullets in the Touhou universe are not made to kill but to look pretty (I am not making it up, it's an actual key plot point). In DoDonPachi, however, the bullets patterns are designed to destroy the player as swiftly as possible, hence the more "rough" visual. After all, most CAVE's games originated from arcade cabinets : gotta milk the player's wallet as much as possible!
So there you go. Feel free to correct me if I guessed wrong.
One last fun fact : CAVE are the creator of the bullet hell genre! (well technically, the first game was Batsugan special mode, but even then CAVE's future employees were involved here!)

And no, the budget and polish are WAY higher in the DDP games than in anything Touhou.
