Can you tell me what file you were having trouble with?
Is this happening with other games? Have you tried running Steam as the administrator?
As for your question, I don't know which file it is. All of my other games installed fine. I did, however, come across this issue with three other games published by you (Crimzon Clover, XIIZEAL and DELTAZEAL), but those were for "disk read/wite errors" different from this issue. And as the only user of this PC, I am of course, running Steam as an administrator.
I will give this one more try. I'll see if I can cancel my refund and try to install it again. Any advice on this "content file locked" issue would be greatly appreciated. Again, I apologize if I sounded harsh in my initial response.
Sorry you are running into this error: it's understandable you would be annoyed under the circumstances, so no hard feelings.
The "File content locked" error seems to mean that Steam cannot access one of the files when installing the game. The most likely reason is that something else is accessing the files as Steam is trying to update them.
Likely culprits are the install folder (please don't open it during install) or an antivirus could be scanning the file resulting in a file lock.
The first thing we would suggest is try a reboot, then try to reinstall, and if it's still not working momentarily pause the antivirus while the install happens.
If it helps, I checked the Downloading folder in the SteamApps folder, and found a "default.exe" file, if that's anything to go by.
Are you able to specify a folder to be 'white-listed' as safe?
I've tested with both AVG and Avast! and neither gave me any problems.
Could you tell me what version of Windows you're using?
I ask as Windows 10 has some issues RE administrator accounts: it appears you are not made administrator by default...
For the second question, I'm using Windows 10. I've been hearing about W10 and the administrative issues it has. I hope there's a workaround to this.
Close the Steam client completely.
Open the Windows start menu and type: Steam
Right click the Steam icon that pops up from the search and click "Run as Administrator"
Try to re-verify the game while running as administrator.

As for the error, I have tried multiple solutions in the past, but nothing has worked. Before anyone asks and posts a solution I've already tried:
1. I have verified the game cache multiple times.
2. I have defragged my hard drive that the Steam installation is in.
3. I have checked the "downloading" folder under "SteamApps" where the default.exe file is located, and tried adding myself as an authenticated user by going to "Properties," then "Security."
I hope to find a workaround to this problem, as I really want to play this game, and I want to re-visit Crimzon CLover again.
Just a shot in the dark here, but try adding your user account to the "steamapps\common" folder if its not there already. The "downloading" folder from my Steam path is empty, "common" is where all the games should end up after they are downloaded.
Maybe the permissions are jacked up on the "common" folder and steam cant move the game where it belongs.
No idea if this will work though, I didnt have this problem. Good luck!
I'm truly at wit's end here. I feel my only soltuion is the re-install Steam, but I need to make sure I've exhausted all other possible options before resorting to that.

Something definitely seems to be preventing you from accessing some files from the messages you mention. I hope this is not the case, but it might be an indication of Hard Drive failure.
You could try to install on another drive if you have one.
