For the joystick itself, Seimitsu hardware is the way to go due to the shorter throw. I prefer the LS-56 personally, but I also have a stick with a Sanwa JLF and a low throw actuator that behaves very similarly to an LS-58. For buttons, it's pure preference. Seimitsu buttons are stiffer than Sanwas but the difference isn't noticable during gameplay. You could even use American buttons if you really wanted to but steer clear of American joysticks, the throw on them is obnoxious.

Realistically, just hit up your local fighting game community, people are offloading spare sticks all the time in my local groups for cheap. Almost every modern arcade stick is going to come with a Sanwa JLF and OBSF-30 buttons - this is fine for starting off, as a new arcade stick player the extra throw with a JLF means more room for error in your inputs, which is a godsend while you're learning. Once your execution tightens up, consider a low throw actuator or swapping the JLF out for a Seimitsu stick.

Xbox 360 arcade sticks are working perfectly.
