I actually just beat it last night (at level 4), but it took me a few tries and I would say it's definitely a difficult fight early game. My general strategy was to play very conservatively. I kept Kay and Aliss back so they weren't taking much damage and Kay could spam shields while Aliss tossed fire. I used Griffith as a tank to take most of the damage (with Fire Shield and Command to help out there) and had Signy delay her actions so she generally acted last in a turn (letting her attack at the end of one turn and then attack first in the next turn before running away).
I also stalled a bit near the end of the first wave so I had a bunch of Authority Points saved up which I was able to use to quickly kill a couple of the ambushing enemies before they could attack.
As a side note, one thing that does help is if you took the sword during the first adventure in Turtle Rock, it's a really nice early game weapon for Griffith.
