Please check if you are using any external programs for your mouse. You may have an ALT assigned to change sensitivity. Make sure that all your drivers are up to date. If it doesn't help, turn off data tracking too. We know about some cases in which it helped. You should also look in the windows mouse settings for anything suspicious.

Could not figure out how to solve it. Do you have any idea?
Had to increase MouseSensitivity from 2.00 to 20.00 in GameUserSettings.ini.
This way the pointer works normally both in menus and gameplay.
However, it has a minor side effect. In Gameplay settings, the mouse speed is set to 100 but the slider cannot be seen on the line.

I don't get it, 99% of the games have no issues with such things and then i see rarely some that have fubar controlls. And the interesting thing is: as a small game dev myself in the past i have no idea how you can f... that up. You must somehow intentionally code that so broken as nothing that i am aware of when doing nothing or default stuff with game engines or even a self made stuff causes such things.
