Report a translation problem
What it means is that it will passively heal you as long as you have the skill selected. (Even when it's not activated).
If you activate the skill it'll heal you faster but cost energy.
It should read something like "Constant passive, slow healing at no energy cost. Activate skill for rapid healing."
It's only really helpful if you're low on health at the end of a fight and exploring a bit.
Too slow to really be effective during a battle.
Best way to regain health during fights (as long as you're not speedrunning) is to utilise the ruiner kills.
You gain health for every one of these, in addition to whatever health gets dropped.
You gather health during fights by picking up green health packs. Ruiner kills I BELIEVE are the default middle mouse button, or when an enemy has that orange circle around them and you can dash in to pull off a a sick finish.
Hit whatever key you've got it bound to, and puppy will dash over to them and perform a ruiner kill.
You get health regen and a small speed boost that lasts for a few seconds. This also stacks, so if you daisy-chain a few ruiner kills you'll get more of a speed boost.

Apparently on controller it is bound to L, that is pressing L analogue stick down - which I must have been doing by mistake as I mashed things trying not to die!
