I disagree. I have made personally many maps for games which are more detailed, balanced or random than the default maps. I have also seen many user maps of higher quality for different games. Some players just spam out lots of "balanced" blank maps with nothing on them for mulitplayer and those are almost always subpar.
Even if you had good ideas and had skills and motivation to do it, you just couldn't do it as a single person with just a mapeditor like a vendor could because you are limited to the editors possibilities.
Just look at some EotU levels. Many maps are not just another map but mods of the base game doing stuff that has been developed just for these levels. They want tide to turn in, they mod the game. They want a tower defence level, they mod the game. They want to fight back army ants in 3.2 and show a progress bar for that, they mod the game. They want a finger to squash ants, they just design it and mod the game. Just to name a few.
Beside all testing/balancing with dozens of people don't forget story and voice acting which is already great at the moment and hilarious btw. That has to be done by a team. Someone has a good voice, someone a good story, anotherone jokes yet another is sound engeneering that... It's almost impossible to cover all that on your own.
Have you ever played games? AOE2 had a fantastic map editor which people used to make a lot of amazing maps within its realm of creation options. This is true for any map editor. Go online and you will see thousands... I mean it thousands of maps made by players. It adds a lot of replayablity to the game to have player maps and random maps. Games that allow players to mod them and make maps for them have a long lived gaming community. The voice acting is fun but in no way makes an amazing map. The creators of the game need to do 2 things, make a map maker, and make a random map feature. This will greatly expand the player base and longevity of the game. If this were in tandem with multiplayer the game would have more regular players. Yes a custom made map can be created well, but honestly the game creators wont have every idea out there. Also one map that has what people like is not as fun as having 10 maps made by players that everyone likes.
