making regions join home country from colony

is this possible? How about making certain regions new colony or puppet? I conquered Republic of China and want to send the 3 Tibet regions back to Tibet. Currently they are in colony of Formosa

If both are dependants of you under the nationalities tab you can select the regions you want and select transfer to another nation; which could be another dependant or yourself. Forming new dependants(colonies,protectorates,puppet states) requires at least one city to act as capital.
