The simple answer is: conquer some regions to fill your divisions more quickly.
so i have to stop production to free some mpu's or? and plus my army is too small to conquer neighbouring lands.
If i build food factories like canneries, which uses MPU of the region, am i reducing the farming output as consequence?
In real life, it was a common strategy to use prisoners as national military manpower or industry (in-game MPU).
But on the game you can't transfer the MPU of a region to another.
I think for recruiting units, it should use a national wide MPU and not the region's MPU.
