id lean more towards good guy, but keep in mind even the good guys got serious issues in this IP

War may be petty enough to do all this for revenge but he still holds the balance in the highest regard as he wiped out almost his entire race to uphold it.....

Maybe we will get an actual conclusion in 202X instead of another prequel story......
The hype ending was the worst thing to do before making 2 prequels.

the 4 horseman in this ip are meant to keep balance and order, with that said pretty much every single faction in this game other than them is corrupt and just trying to further their own goals. without giving alot of spoilers the horseman really aren't much different. even so, based on the character of war, and even deahth in the 2nd one i'd still place them as good. the game itself has heaven and hell fighting, and earth getting taken along for the ride, the horseman are employeed by a 4th faction (the charred council), whos job is to maintain a treaty between heaven and hell. the game is pretty decent i enjoyed it enough to play it a 2nd time. i would also note the storylien isnt finished and you wont fully understand thing form 1 alone, the second game helps more but the story will still be unfinished

You have Heaven, Hell and Earth.
Heaven and Hell are in eternal conflict, but to maintain balance, there are the 4 Horsemen of the Apocalypse and the Charred Council.
That worked well until beginning of the game.

So, some dude called War, one of the 4 Horsemen of the Apocalypse, to Earth the same way he would be called when an apocalypse will be done.
War goes to Earth and notices things are not right. Nothing is prepared for a normal apocalypse.
Unfortunatly, he lured the Destroyer to Earth, who... well... Destroys Earth.
The Charred Council blames War for an unproper apocalypse, and strip him from most of his power.
War makes a deal with the council, he finds the guy who trolled him, and make sure justice is done. If he manages to do so, then his name shall be cleansed, and the council lifts their punishment. If War fails, he is certainly dead. The Charred Council agrees.

So, War tries
- to restore the balance that was
- to find the guy that called him, and rip him apart
- to look for the other horsemen for aid, if needed.

Another fact that speaks for an unproper apocalypse is that only War is called to Earth. Normally, all 4 Horsemen ride the Earth but War already complains in the beginning of the game that he is alone.

Then there would be no reason to frame War, and he wouldn't be alone on Earth.
