How many Liberation Rites are there in total?

Are there enough to Liberate everyone? I'm currently wondering, as if I can't it'd influence who I can get out, and so far the game looks like it'll keep on going until everyone's out.

Too few chances for everyone to make it back, especially when you include your adversaries as a consideration, since they can return too.
