Has anyone got the cards to drop?

Some (maybe many) accounts don't start droping cards until after 2 hours. Then each card can take anywhere from 0.5 hours to 2 hours depending on the game. This was implemented when the refund policy was created to prevent people from dropping the cards and then refunding the game. So if you ever refunded a game you will be penalized in the future for all games by 2 hours. Also other limited accounts can have this 2 hour penalty so it's not just refunds, nobody knows for sure what else gets you the penalty, it's all speculation.

Another possibility is steam is acting up, try again later.

I was thinking this is what it was but after playing through twice we should get them. Thanks!
