Card Drops bugged out?

So, I bought this game quite a while ago, checked the badge page and it shows that I'm not eligible for booster pack drop, since there are no cards to be dropped. Curious, I bought another copy to my second account, and there are no cards to be dropped either after I played it for about 15 hrs. How is this happening to a paid game like this? Is there something I missed in the first place? There should be 3 card drops for this game..
