Its a little strange to assume they are an illusion though, as the police can see them during your choice, and the little girl made a comment on them. As well as the post credits with them torturing her.
Though that could also just be zero withdrawing on its own.
There are two instances which makes me uncertain about comedy and tragedy however, first is the police officers dying all at once when Zero was surrounded, the second one is the post-it note in Zero's apartment which read 'one life for another'. If they were imaginary then the note wouldn't have existed in the first place, unless zero imagined the note himself.
