I'm sorry that the issue persists after following these steps.
Do you have any additional monitors connected to your PC? If so, can you unplug them and just leave 1 monitor connected and test the game? Additionally please make sure that your monitor's dpi settings are set to default/native value - > It can sometimes cause issues with the game if the value is set to a higher or lower. -> Click here[ubi.li]
I followed video below and it seemed like it doesn't work, so i set in my nvidia panel to always use my rtx card (i have also integrated) and i was trying to set affinity on game to lower cores (i have 11) but i couldn't do it. I let the game just run and it was open for like 15 min and it just started.
My current setting, and steps
In properties, disabled fullscreen optimalisation, run as an admin
on steam, -windowed -noborder
installed latest directx
installed latest visual redistributable

I have been experiencing the same issue. However, I discovered that by disabling E-core or setting it to 0 in my laptop's BIOS, I was able to run the game successfully. There are quite a few frame drops, so I would recommend playing on low to medium settings.
