Seems your results are exactly where they should be
1440p: You will get 90-100fps as in similar games like Hitman2 or ShadowOfTheTombRaider.
Just Ubisoft´s Engine does no scale that well, meaning even 1080p you will sit ~125fps with this or AC:Origins.. while the mentioned SquareEnix-games can pull 140-145fps in 1080p. Still, doesn´t matter much, because most players run 60-80fps setups.. and consoles are 30/60fps anyway. Luxury problem..
To be fair, the games are made and centered around 60-80fps.. more is a bonus, but will get you nowhere because it´s no OnlineShooter. And because Ubisoft games tend to deep-track a ton of values, the read will prevent that smooth experience you imagine
EDIT 2: Correct values for rtx3090 would be roughly..
1080p ...175-180fps
1440p ...135-140fps (still some drops to ~120)
4K (2160p /8,3MP) ...85-90fps (still some drops to ~70)
BTW, a lot of guys and gals obsessed with 60+ framerates have NO idea what they're obsessing over. Look at it this way: Pretend it's sex.

-> sidenote regarding 60fps in AC:Valhalla.. stable average fps is only 54@4K blame Ubisoft
Yes, you´re right with that. Even among Ubisoft games, Wildlands and AC:Origins stick out.. and it´s even worse, if you have AMD/Radeon cards.. the newer ones (rx5XXX) underperform in Wildlands
Glad you like the Guide. Yes, this guide can help you tweaking, because Full-ULTRA in Wildlands is a very, ..very troublesome child
Personally, I prefer doing without the last 4 ULTRA-settings.. the game looks nice - yes, but for me any higher fps-drop is annoying as hell (esp. in Coop). Sadly, Wildlands creates frequent 30% drops in max. Settings..
I was writing this post mainly because I was not sure, whether there is a setting option that significantly drops FPS that I could turn off (I remember that, for instance, Wither 3 had that NVIDIA Hairworks schtick that tanked FPS like hell). From what everyone here says, however, it seems that its just poorly optimized in general.
