That damn Bowman package mission glitch!

So I've been playing this game for a good while and this has just happened to me recently. I was on a open online server with randos just shootin unidad and santa blancas as a ghost would.

We then did the side ways M mission with Walker and Bowman, but I left in the middle of that mission to sign off for the day. NEXT day I log in, and game starts like normal, but then I see that fast travel and rebel support is blocked off from me. "Blocked by mission" it reads under the safe house icons, and rebel support have permanent lock icon loading screens on them.

I have tried everything from restarting, re-installing, playing offline and online. I even tried to select missions in different regions and completed them, still nothing. I even completed the mission that started the glitch project Oracle, AND I AM STILL LOCKED OUT FROM MY VEHICLES AND FAST TRAVEL!

For the love of god can anyone help me fix this?! I miss my unidad vehicles and being able to fast travel.
