Report a translation problem
3080 gpu running on 1440p, ultra settings and get around 60-80 fps which is pretty low because its a graphicly demanding game. You can drasticly lower the graphics which makes it run very well again.
Im running this game on a triple monitor setup (1440p) on a 3080 TI on High Settings. on around 90 to 115 fps, i think the game is actually optimized very well.
(Originally ran this game on a GTX Titan X (2x 980 on single card) upon game Release, later on an RTX 2080 TI, and now 3080 TI. )
I remember getting at least 60 fps on a 4k resolution back with my GTX Titan X,
Personally i think it may be an other Hardware problem with "OP's" system,

Yeah it sounds like it could be that at first, although I'm running Red Dead 2 at 1440p almost all settings ultra and getting 60+ fps without DLSS
