Who is in charge of LA CRUZ?

I played LA CRUZ today but I couldn't find who is in charge of this province.
Please give me an advice.

Hey ICE

No one but there are one or two missions that require you to go there. Its a while since I been in the game so I cant give you more than that. Enjoy anyway. Great game

La Cruz and Monte Puncu are two provinces not controlled by any boss. Some scattered Unidad and Cartel bases here and there.
Whether the boss of Inca Camina will or, won't be in Inca Camina depends on MONYE. If you have spent your juicy MONYE to buy a certain DLC, she'll be there, otherwise its the land of the YETI. I bought the BOSS a while back.

so, you mean I can fight with the bosses at La Cruz, Monte Puncu and Inca Camina if I buy
a DLC?
I found this game has Year two pass, Fallen Ghosts and Narco road DLC.
which one should I buy for it?

No, these provinces(La Cruz and Monte Puncu) are eternally empty of "BOSSES". No DLC will spawn bosses here(there is none by default).

However you can spawn and fight with the boss in Inca Camina if you buy year 1 season pass. Its called the

Peruvian Connections Pack

contained in the following DLC.
