Can I play with a friend who has the game on Ubisoft Connect?
Can you play steam - ubisoft connect? is it crossplatform?

you need the game on ubisoft connect to play with your friends, every game you buy in steam goes to your ubi acc, bye.

Crossplatform means PC-XBOX coupling. Not STEAM-UBISOFT coupling, in a general sense.
So, it ain't crossplatform.

Though you can coop with a STEAM player if you have the game on UBISOFT and vice-versa.
