Within the router, forward ports for that IP for the required ports as specified by Ubisoft.
Save and then restart your router and game.
If in doubt, you can place your IP within a DMZ (DEBUG ONLY), this will confirm it's a port forwarding issue.
Your ISP can block ports their side, but I'm yet to see an ISP that blocks ports outside of the standard port block list..
Don't waste your time messing with a VPN...... not the solution whatsoever.
NB! never open ports from your router to the internet. as this can expose your internal network to hackers. Additionally, never disable your OS firewall or antivirus software. These are all very bad practices and can compromise your network security
