So, you either pay for the new content again and again (aka monetised DLCs), or you start with an initially higher price and get updates and new content for free over the course of (a certain, maybe limited) time. Season pass models are possible, whatever the devs see fit. It's up to the dev company which way they prefer. New content can be as free as f2p games are (not) for free etc. pp., thus you might be able to unlock certain new items, objects by playing the game, rather than buying them in an ingame shop and so on and so forth, but at the end of the day even f2p games need to be financed by someone or they melt into thin air, since running a dev company is not charity work. In GRW you have e.g. loot crates which you can either buy for cash or, if you are short of money, can't afford it for whatever reasons, you're invited to play the game and earn ingame currency to unlock loot crates this way and "win" unique items randomly. Just as an example.
FYI: The last "patch" was about 20 GB... a single patch alone! One is tempted to ask: Wtf? But that's what it is: a living game. Can be revamped or just get new missions (in GRW called operations), objects etc. ... be it as it may, this still justifies the price. New players are highly welcome, buy it and enjoy it in the long run. They'll always try to motivate you to play it again and again, it's endless. At least as long as the concept works, because no more money, no more service game either. ;)
What you get for the price is NOT the original GRW as it once started off, you get way more than that. You also get 2 years of constant further development. For still the same price. Good? Good.
