In combat, my AI team mates don't shoot back... why?

I have noticed that when it is time to go loud, my AI teammates are not taking down targets. I am the only one shooting and taking down enemies.

Before going loud, my AI teammates walk around with guns up, but that is all they do. My AI teammates sometimes get shot and I have to revive them, but they don't shoot unless I use the sync command. Why is this? Is there something wrong with the AI in this game?

Long time since I played wildlands but as I remember, you have to give your team mates commands and give them a target to get them to do anything useful.

You don't have to command them unless you want them to attack 1st. In my game they always fight back when fired upon.
