Allow me to explain these to you.
1. In Normal Campaign Mode.
--- Without Tier : In this mode if you do not activate tier then you can select any difficulty(within the 4) at any time. Primary Weapon damage is constant.
--- With Tier : Primary Weapon damage is modifiable. Now if you activate tier, then depending on your tier level, the game will decide which difficulty you play. If your level is above tier 35(which is 34) then you'll be forced to play in extreme difficulty, you won't be able to degrade. If you degrade then tier mode will be deactivated.
What is the difference between "Extreme without tier" and "tier 1"?
There is no difference from the perspective of difficulty. Its the same.
But there are a few twists.
=== Tier mode offers weapon damage modification. So, in "tier 1" if you do not modify your weapon damage then enemies can become arcade and you won't be able to kill 'em with single shot. This will pose a rather virtual difficulty.
===Awesome gifts. If you go tier mode then you'll receive some nice outfits, special weapons, explosive bullet like stuff which you won't get through normal game mode.
2. In Ghost Mode.
Ghost mode is just a different game mode than Normal Campaign. The definition of difficulty is still the same. Its divided into 4(arcade, regular, advanced, extreme).
With and without tier facts are the same as Normal Campaign Mode.
The difference between normal campaign and ghost mode are some "realistic" boundary facts. Like,
=== Reloading mags is real. You lose unused bullets.
=== You carry one primary weapon.
=== Permanent death of the character.
Things like these will always be present in Ghost mode with/without tier. Which wasn't the case with Normal Campaign Mode.
So, once again, asking myself,
WHAT IS TIER?
ANS :
1. TIER IS JUST A WAY TO HANG YOURSELF IN SOME DIFFICULTY/IES. IT IS SUPPOSED SMOOTH OUT YOUR JOURNEY FROM ARCADE TO EXTREME.
2. TIER IS ALSO A WAY TO GET NICE GIFTS.
3. TIER 1 IS ITSELF "EXTREME" BY DEFAULT. YOU CAN'T CHANGE TO LOWER DIFFICULTIES IF YOU WANT TO PLAY TIER.
TIER 35 to TIER 1 : ENEMIES becomes tougher and tougher(they can take more damage). You compensate this with resources which helps you increase the base damage of your rifle. Nothing else changes. Its ALL THE WAY EXTREME. There is nothing beyond extreme. Its BS.
What is more difficult?
Ghost Mode Choosen Extreme Difficulty or, Ghost Mode Tier 1?
Tactically None. But this might seem to you that tier mode is more difficult because of the damage constraint. If you upgrade your damage, then there no difference except those exclusive gifts. Reaction time, enemy awareness everything that there is will be the same.

If you have any questions, I am glad to answer, But don't mix up my information with others. Beleive it if you want to, don't beleive it if you think this is BS.
IF you want some real difficulty then,
1. Go ghost mode.
2. Choose Extreme by default. Don't Activate Tier.
3. Go HUD Extreme.
But be careful, turning all of the HUD is just foolish, as it seems to me. Cuz HUD is not just Heads Up, rather gives a valuable piece of info that you won't get from the game.
Like,
In reality if you wan't to toggle the fire mode of your weapon you just rotate some lever or something like that. But you're always aware of the fire mode. You can look at you rifle in case you forget.
But in game if you forget(which is natural) then there is no way to get that info, you can't just look down your rifle to see just that. So, complete HUD off is not just arcade, its foolish too. Go for "limited HUD" which is again weird in GRW cuz it delivers you everything you don't want to know.
It was an artificial difficulty that added nothing to the game besides frustration.
Once you´re used to play low Tiermode for at least some weeks, EXTREME is way easier.. and Advanced is like playing one-handed
Then again, the same type of people comes to Wildlands forum to complain about BREAKPOINT, just because they can´t figure out how to rise XP-cap somewhat fast..
Honestly hardcore mode is the same as diablo/poe/insert game with hardcore mode doesnt interest me in the slightest 90% of the time when people play "hardcore" all they do is cheese the game. Go watch any video of someone playing on hardcore and watch how fast they hit save and exit right as they have 1hp and go ohh man so close.... If your playing with one life and you lost it but cheesed it to not lose it why did you even play it?
I absolutely 1000000% guarantee at some point you almost died on your hardcore character and saved and exited.
Do you remember what tier # it is you have to stay at before switches to extreme. Also is their a warning on that tier let's u know if u go to this tier it will switch to exteme?
