El Cerebro Mission Bug

Working in Camaines and get to the El Cerebro Assistant mission where you have to ID the subject and then tail him to his destination while remaining undetected. Something glitched because most of the time, the subject will enter his vehicle and then sit there. The red target ID circle will appear then disappear, then reappear again over and over with the player character's voice acknowledgment. Any assistance would be much appreciated. This occurred probably ten times in a row. Attempts to correct the problem include restarting the game, verifying Steam game files, playing in both single player and coop modes, etc.
As a note, the first attempt at playing the mission resulted in the subject actually driving away. Unfortunately, I had ID'ed him using my drone from about 400m away, putting me "Too Far Away" with the count-down timer starting immediately. Naturally, I didn't have a vehicle, so that attempt failed. Several tries later, he actually started moving again, but I got detected in my rush to secure transportation. I need the mission scripting to be reliable so I can actually complete it.

Is that the one on the West (left) side of the map?
Try using a helicopter, have a friend get out and ID him while you wait in the helo in air 200m away and then follow him from >100m altitude*, not in front of him, and keep your distance between 140-220m. When he goes by that compound, fly low and to the left go around the sniper tower don't get spotted, don't worry if the "too far" timer starts as long as it doesn't expire you're fine. *Don't fly too far left (East) or too high near compound or you will get shot down by a SAM from the East. It would also make it easier if you shoot the sniper in the tower(s) just before you engage the mission. You could try going around the other side of the compound (I have no exp trying that), but it takes longer and the timer might be a prob as you have to keep distance from the compound to avoid detection.

This mission in in Camaines on the far east side where the Predator mission is located.
Not sure why, but the mission finally worked and the guy moved, albeit in a glitchy manner. The dude drove his Jeep by sitting (or hovering) over his hood instead of in the driver's seat. Very weird. The bottom line is that it worked and he led us to El Cerebro (kinda) and we finished the story mission set in that region (The Rainbow 6 tie-in missions and Predator missions are also in that region).
