Rebels are just an additional target for AI to shoot at or a chaos factor at best and a liability at worst.
TBH I find The AI always seems to prioritize me as a target rather than AI ghosts and rebels anyway unless playing with other players.
That being said, I'd definitely focus on upgrading the rebel support directly, since that makes them more effective overall. Once you max out diversion, you can use rebels to clear entire compounds with you only having to provide covering fire. Quite amusing, I must say.
