Just posted your fix on the Ubisoft Forum, so expect som ehits today.

Also you can change the setting you did in the Nvidia Contol Panel too. And limit the FPS in the video settings in thre game. That program is good for lower the Clock Speed back to factory defaults, which can cause issues from crashing to lock ups. Great fix for you, but other may want more FPS from their game, bro. Good work, making and taking time to poat it.

i salut you and the creator of the video this is the only fix for me that actually made me start playing the game smoothly I Highly RECOMMEND THIS if u have tearing or stuttering!

So after some debugging i have figured out the issue is due to the cpu speed fluctuating during v-sync. This is because there is less work for it so it dips down. Not sure why the game isnt keeping it up like others do. There are a couple fixes to the issue:

1) Change your windows power settings to "High Performance" and make sure the min and max processor speeds in the advanced settings are set to 100. This should keep your cpu at a higher frequency. You can test this by opening task manager and watching your cpu speed lower when you switch back to "Balance" profile, and back up when you select "High Performance". Re run the game with v-sync on and as long as you are not dipping below your refresh rate it will be perfectly smooth.

2) Do the above and set your refresh rate to "Fast" and then cap at your refresh rate. Then your cpu is usually maxed out via that way.

3) Disabling "Speed Step" technology or whatever the equivalent is that throttles your cpu. Then just cap it at its base or whatever frequency you like and just keep it stable. Same thing, re-run the game and it will work just perfectly.

Now for all these fixes, you really need to ensure your framerate is a healthy amount of your refresh rate. To do this set the settings to no vsync and uncapped frame rate. Enable your msi-afterburner or the built in framerate display in your game runner (uplay). Then set the game to Very-High. Then start lowering settings that dont matter to you so much till your frame rate is at least 10+ frames at its lowest point of your fly-by (moving around to stressful areas).

For me the best settings to lower are the settings farther away. Like visual distance stuff, long range shadows, anything that effects the far distance....this is if you want snapshot your game, but if you dont and just play then you will rarely notice it. You can read the descriptions of the settings and they should tell you.

Anways, hope this helps....and devs....seriously...FIX THIS ALREADY!!!

What if you use an AMD gpu?
Xycho Mar 31, 2018 @ 7:33am
what are the issues you are facing with your AMD gpu? the fix i listed above is gpu independent. The only thing different really with the AMD gpu's is that they perform a bit less on the calculations thus the lower framerate (yes they move data faster but the calculations are what really matter). So with AMD gpu's you will have to lower your settings and turn off all NVIDIA enhancements like the turf effects. vegetation not on ultra. and i think the AO has to be set to SSBC for AMD to get a good framerate. Basically use "Very High" settings as your default max and work down from there with v-sync off till you get a consistent 65+ framerate, then turn v-sync on and see how it is. If v-sync starts causing stuttering after you do that then check what changes during the stutter. If it is the CPU frequency, lock it by either OC'ing to a specific value or setting your computer to high-performance. If it is something else changing lock that as well.
So for those running pure AMD builds I have a solution:

AMD Radeon Settings (Global Settings): Anti-Aliasing Mode use application settings, Anti-Aliasing Method multisampling, Morphological Filtering off, Anisotropic Filtering Mode use application settings, Texture Filtering Quality Performance, Surface Format Optimization on, Wait for Vertical Refresh always off, Open GL Triple Buffering off, Shader Cache amd optimized, Tessellation Mode amd optimized, AMD FreeSync amd optimized, Frame Rate Target Control off.

AMD Radeon Settings (Ghost Recon Wildland profile): Turn on Frame Rate Target Control and set for now to 30fps.

In Ghost Recon turn off Vertical Sync, Set refresh rate to 60 but leave off the Frame Rate control (let's the game run as fast as possible but the card's setting will stop it).

TEST IN GAME by entering a populated area. Runs smooth, test for 30 minutes, and then exit game and go back and increase Frame Rate Target Control by 10, testing the same ways as before, until you get lagg.

I have a 9590 and an RX470 and as of 5/15/2018 I can play the game lagg free @ 40fps Target Control on wireless. Oh and I also throttled my 9590 back to 4GHz with 1.3v and that stabalized things as well (but that was because my room gets hot and hot room=well you know).

I spent two FREAKING WEEKS figuring this ♥♥♥♥ out so I hope it helps you guys.

Thank you so much!!! Something from all these things worked for me and now runs smoothly!

Hey Miigeri,

Thanks for reaching out, sorry to see you're having performance issues.

Further to the suggestions in this thread already, please could you ensure that you give the steps[support.ubisoft.com] in our guide a try, as well as disabling the Ubisoft Connect overlay[ubi.li]?

Should you continue to have issues, then could you please open a case on our Support Site[ubi.li] and send over your system files.

DxDiag[ubi.li]

Extremely helpful information. It cured the stutter and lag. Reasonable methodology. Thank you man.
