They’re not asking how to get the Vector.
They’re asking how to do get the pre-made Vector SPECTRA.
The one that must be found in a Prestige Crate or in the Store.
Since it is not in the store, they were asking if it’s hidden in a secret menu somewhere, not how to get the generic weapon.

Don't have game installed ATM but pretty sure it is in one of the "Ghost War" weapon packs, using the blue points in the shop or got via the lucky dip Ghost War Crates or prestige crates you get from the orange points.
You get the blue points from any repeat items in the prestige crates or pay cash in the shop.
