exclude the folder then verify one more time to replace it
or i think you could probably go into its quarantine and restore it and exclude it
This appears to be related to an issue several players have been experiencing, with a fix currently in the works. Our recent announcement on this reads as followed:
"PC version
Some players who had uninstalled EAC were receiving an error popup preventing them from launching the game. We added a fix to reinstall EAC to prevent this error from coming again."

All you need to do is verify EAC.
This PC > (E:) or (C:) > Steam > steamapps > common > Wildlands > EasyAntiCheat (then just run the application / .exe, find Tom Clancy's Ghost Recon Wildlands, and say repair Service.
After I did this the game launched no problem.
