I played Farcry 4 twice just to see Pegan Min's ending.
Here's the top-3:
1. Vaas.
2. El Sueño.
3. Cesare Borgia (Assassin's Creed Brotherhood).
Pagan Min is nowhere near this top-3. He's too weak.
