Trying to kill the Fake El Gato

I'm trying to complete the mission and kill the fake El Gato and he is nowhere to be found at his compound. I have gone it quiet and not set off any alarms and killed everybody. I have gone in loud and set off alarms and kill everybody but he is no where to be found. Am I Missing something?

Unless you have some or other glitch, you stumble upon the fake El Gato lookalike in a compound in the north east Ramanzo. You finally find the little *@?! at the water resevoir in the northwest in a tiny office in the north of the water resevoir across the causeway that runs above. Do it stealth though
