I have Itacua with security destabilization at 27%

I have Itacua with security destabilization at 27%. I have finished the main missions, secondary missions ... everything. Why is it 27% and not 100?

Because in order to have security destabilized completely you have to complete all missions in all security areas, not just Itacua

You have Itacua complete, but not the other security areas. Security is at 27% not Itacua.
